Crime Statistics - Stamford Campus

In accordance with Connecticut and federal law, each Institution of higher education, is required to annually prepare a Campus Crime Report, consistent with the FBI's Uniform Crime Reporting System (UCR). The report is to reflect the crime statistic on the property of the university/college for the proceeding three years.

Verified Offenses Reported to UConn Police

Note: As the FBI, in its own crime report, notes: Caution should be exercised in making any inter-campus comparisons of schools, as University/ college crime statistics are affected by a variety of factors. These include: demographic characteristics of the surrounding community ratio of male to female students, numbers of on campus residents, accessibility of outside visitors, and size enrollment.

The University of Connecticut

The University of Connecticut (UCONN) at Stamford is located in the downtown business district of the City of Stamford. The campus includes an academic building and a three-level parking garage with approximately 1,000 parking spaces. There is also a 35 acre Arboretum on Brookdale Road in North Stamford. All students commute to the Stamford campus. There are no residence halls. Approximately 165 faculty and staff members are employed at UCONN's Stamford Campus.

The University is committed to providing the safest possible environment for all members of its community. We use the most modern, effective measures and equipment available. Our police force is well educated, professionally trained, and is properly equipped to provide protection and service to the campus and its environs.

Telephones are located throughout the campus for direct contact with the police department, in addition to a direct 9-1-1 emergency call system for police, fire, and medical services. The police patrol on foot and in both marked and unmarked police vehicles. An escort program is available to assist students in moving about the campus, when requested.

In short, our program, methods, personnel and equipment are constantly being reviewed and updated to meet our responsibility: the students, staff, faculty, and visitors at the University of Connecticut.

The University of Connecticut has, since the inception of nationwide reporting of crime statistics (UCR), always made that information available to the public. Now, in accordance with Connecticut's Campus Safety Act. Conn. General Statute 10a-55, every institution of higher education is required to annually prepare a Uniform Campus Crime Report (UCCR) concerning crimes committed on campus in the three preceding calendar years. The university/college shall notify all prospective students and new employees at the time of hire, and all students and employees annually at the beginning of each academic year of availability of the Uniform Campus Crime Report and, upon request, provide it to any such applicant, employee, or student. In addition, each institution must maintain information concerning current campus safety policies and procedures. Each prospective student or new employee is to be notified of the availability of this information and, upon request, be provided with it. At the beginning of each academic year this information is also to be provided to each continuing student and employee.

This UCCR report is prepared annually by the University's Police Department and reflects the crime statistics for the last year as reported to the Connecticut Department of Public Safety, and the FBI's Uniform Crime Report system (UCR). The University of Connecticut Police Department is an active participant in the FBI's Uniform Crime Reporting system, and has been since the early 1970's. All crime data and police activity is regularly forwarded to the University Police at Storrs, and done so on an immediate basis when warranted.

University of Connecticut Police Department, Stamford Substation

A University Police Commander, with reporting responsibility to the Director of Public Safety/Chief of Police at the Storrs campus, supervises the Stamford Substation of the University of Connecticut Police Department. The Police Department is established pursuant to CGS 10a-142 as an "organized police department" with the same authority and responsibilities as any municipal police department within the State of Connecticut. Sworn officers are state employees who have successfully graduated from the Municipal Police Training Academy. Moreover, each officer must successfully complete annual inservice training, as mandated by CGS 7-294 to maintain their State Certification and enhance his or her proficiency as police officers. The University's Police Department works closely with the Connecticut State Police and various Federal agencies as well as Municipal Police Departments across the state.

The University of Connecticut Police Department was awarded National Accreditation by the Commission on Accreditation for Law Enforcement Agencies (CALEA) in March of 2000. Only 19% of all state, local and county law enforcement agencies are accredited nationwide. The University of Connecticut Police Department voluntarily entered into accreditation in December on 1997 and completed the accreditation process in March of 2000 complying with the professional law enforcement standards established by the Commission. National Accreditation recognizes the University of Connecticut Police department as providing professional police services in the areas of Administration and Operations. The Commission on Accreditation for Law Enforcement mandates that law enforcement agencies continually update and revise their Administrative and Operational orders to remain accredited.

University Police are on duty 24 hours a day, 365 days a year. They conduct highly visible vehicle and foot patrols and are responsible for enforcing the laws of the State of Connecticut. The department is committed to community outreach programs provided by the Police Department at the Storrs campus and made available to the Stamford campus. Some examples of these programs are alcohol awareness, sexual assault prevention, personal and property safety, and traffic safety/DWI. The Police Department periodically publishes brochures on various personal safety and crime prevention issues. These brochures are available on request either at the Police Substation, or by calling 203-251-9508.

Reporting of Crimes or Emergencies

If you witness a crime in progress, fire, or need emergency medical services, dial 911 from any telephone (coins are not required to dial 911 from a pay phone) in the academic building.

Emergency assistance -- police, fire, or medical -- will be immediately dispatched by the City of Stamford Emergency Dispatch Center. If you are the victim of a crime, or you have witnessed a crime, and there is no immediate danger or emergency, call the University Police at 203-251-9508 and report what happened. A police officer will follow up on your complaint.

Anonymous Reporting

If you would like to report a crime but do not wish to reveal your identity, UCPD offers an anonymous hotline that allows you to leave specific information about a crime while ensuring your confidentiality: (860) 486-4444.

Individual Safety Responsibilities

Individual awareness, cooperation and involvement are critical to the success of any campus safety program. Everyone must assume responsibility for their own personal safety and the security of their personal belongings by taking some simple, common sense precautions. For example, do not jog alone at night, and when walking at night, walk with someone and only in well-lighted areas. When in doubt, call the Police Department to arrange for a walking escort by a police officer.

Other precautions to be taken into consideration are: do not stay alone in academic buildings late at night whenever possible, and valuables should not be left unattended in the library, gym, hallways, classrooms, offices, or the cafeteria dining room.

Alcoholic Beverages and Controlled Substances

Those who use alcoholic beverages or sponsor events involving alcohol are obliged to understand state laws and university regulations, and are fully responsible for their actions. In general, use or possession of alcoholic beverages by any person under the age of 21 is prohibited by state law. For the full policy, see University of Connecticut Alcoholic Beverage Policy.

State law prohibits manufacture, distribution, sale, use, offer for sale, or possession of drug paraphernalia or of any illegal drug or narcotic including barbiturates, hallucinogens, amphetamines, cocaine, opium, heroin, marijuana, or any other substance not chemically distinguishable from them except as authorizedby medical prescription. Weapons on Campus

Possession and/or use of firearms, fireworks, dangerous weapons and hazardous chemicals are strictly prohibited and in many cases violate state law. This applies to students and employees except where authorized to handle weapons or chemicals. (See Student Conduct Code and General Rules of Conduct for Employees, as published by Labor Relations.

Incidents of Sexual Harassment

Incidents of sexual harassment, in which the alleged perpetrator is a student, should be reported to the Office of the Assistant Dean of Students (405-9021). All other incidents of sexual harassment should be reported to the Director's Office. All victims of sexual harassment under the Student Conduct Code are entitled to be present at all proceedings, and to know the outcome of the case. All other victims of sexual harassment are entitled to know the outcome of the investigation conducted by the Director's Office in concert with the Office of Affirmative Action Programs.

The University of Connecticut's statement of policy on sexual harassment is contained in the President's Policy on Harassment.

Sexual harassment is defined as any unsolicited and unwanted sexual advance, or any other conduct of a sexual nature whereby (a) submission to these actions is made either explicitly or implicitly a term or condition of an individual's employment, performance appraisal, or evaluation of academic performance; or (b) these actions have the effect of interfering with an individual's performance or create an intimidating, hostile, or offensive environment.

Examples of sexual harassment in the work place may include all activities that attempt to extort sexual favors, inappropriate touching, suggestive comments, and public display of pornographic or suggestive calendars, posters, or signs. All forms of sexual harassment and discrimination are considered serious offenses by the University. Such behavior is particularly offensive when power relationships are involved.

Sexual Assault

The University of Connecticut offers a wide range of programs and support ervices dedicated to the prevention of sexual assault and in aiding the victim.

The Women's Center and Health Services on the Storrs campus offer programs and printed material to aid students.

Students and all members of the university can report sexual assaults to the UConn Police Department at 203-251-9508.

If a sexual assault occurs, you should seek medical attention and notify the Hartford police. The police are on duty 24 hours a day and can aid in finding additional services.

Off campus offenses should be reported to the local police and a local Rape Crisis Center can be contacted for additional services.

Timely Warnings

UCPD provides crime information and trends to the campus community through email networks, the UCPD and other web pages, campus partners, postings and direct distribution of flyers and bulletins. Depending on the nature of the crime and the threat to the community, some or all of these methods are used to ensure the campus is appropriately alerted to the threat in a timely fashion and has information to prevent victimization.

Sex Offender Notice

The State of Connecticut requires sex offenders to register with the police in the jurisdiction in which they reside. The State makes this information available to law enforcement agencies.
